Carry-On vs Personal Item: Can the Tomtoc Travel Backpack 28L Do Both?

For my upcoming trip to Thailand and Dubai, I was looking for a one-bag travel solution that is small enough to be a carry-on or personal item, but also large enough to hold all of my essentials.
